About This Position
Description
Tata Homecare Services is seeking an experienced and strategic Human Resources Manager to lead and oversee all HR functions within our growing home care organization. The HR Manager will be responsible for recruitment, employee relations, compliance, performance management, policy development, benefits administration, and fostering a positive workplace culture. This role is critical to ensuring we attract, retain, and support compassionate caregivers and administrative staff while maintaining compliance with federal, state, and local employment laws.
Responsibilities
- Recruitment & Talent Acquisition
- Develop and implement recruitment strategies to attract qualified CNAs, PCAs, RNs, Care Coordinators, and administrative staff.
- Oversee job postings, candidate screening, interviews, and onboarding processes.
- Ensure proper credential verification, background checks, and compliance documentation.
- Develop partnerships with local training programs and workforce agencies.
- Employee Relations & Engagement
- Serve as a trusted advisor to management and staff on HR-related matters.
- Address employee concerns, conduct investigations, and resolve workplace issues.
- Promote a positive and inclusive workplace culture.
- Implement employee engagement and retention strategies.
- Compliance & Policy Management
- Ensure compliance with federal, state, and local employment laws, including labor regulations specific to home care in Pennsylvania (if applicable).
- Maintain employee files and HR documentation in accordance with regulatory requirements.
- Develop, update, and enforce company policies and employee handbook.
- Support agency licensing audits and regulatory inspections.
- Compensation & Benefits Administration
- Oversee payroll coordination and benefits administration.
- Conduct market analysis to ensure competitive compensation.
- Manage leave administration (FMLA, workers’ compensation, etc.).
- Support performance review and merit increase processes.
- Training & Development
- Coordinate employee orientation and ongoing training programs.
- Monitor certification renewals and required continuing education.
- Develop leadership training and professional development initiatives.
- Performance Management
- Implement and oversee performance evaluation processes.
- Support managers in addressing performance improvement plans (PIPs).
- Develop succession planning and workforce development strategies.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or related field required (Master’s preferred).
- Minimum 3–5 years of HR management experience (healthcare or home care experience strongly preferred).
- Knowledge of federal and state labor laws and HR best practices.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
- Strong leadership, communication, and conflict-resolution skills.
- Proficiency in HRIS systems and Microsoft Office.
- Ability to maintain strict confidentiality.

- Working Conditions
- Primarily office-based role.
- May require occasional travel within service areas.
- Standard business hours with occasional extended hours as needed.
